Hard to know how to rate a park. There's not a lot here, a few benches and a memorial, and you can sit and watch the river flow by. Nice enough place to chill for a bit or just take a bit of exercise. There are fishing spots nearby so if that's your thing you can do it here.
Victory Park really is a nice little place to take a walk by the river. There you will also find a nice row of trees the make a canopy over the walk way. You will also find a stone stage for local entertainment as well as a very nice mural.
